Is there any API available for entering Proficiency Levels in Competencies window?

Hi ,
         Please let me know if there is any  API available for  uploading Proficiency Levels in Competencies window. I have uploaded Competence using " HR_COMPETENCES_API.create_competence ". Now I need an API to upload the Proficiency Levels. I tried "HR_RATING_LEVELS_API.create_rating_level" , but this not the right API. Please let me know if there is any API for this.
