PAY: Costing Process - Using Date Earned or Effective Date of pay_payroll_actions

When running costing process, I found that it is using date_earned for action_type = 'R' not effective_date of pay_payroll_actions.  I need to use 'effective_date' not 'Date_earned' of the payroll run.  How can I switch to effective_date based costing?  Thanks.
