JDE Payroll Apps 9.1 Vertex release 3.0.2

In middle of upgrade to Apps 9.1.

Just installed Vertex 3.0.2. 

Is this release of Vertex compatiable with 9.1 apps without an ESU?  I know an ESU was required for 9.0 when Vertex 3.0 came out, but 9.1 is not listed on that knowledge document.  I have not been able to locate any information about this on Oracle.com.
