EEO PER016 Report with Zero Headcount

All,Has anyone had any issues with certificating your EEO report die to 0 headcount for a active employee? We have business processes that do not allow us to inactive certain locations / establishments - likes our sales division. We have people come and go within those locations daily, weekly and monthly.  Since we have a lot of sales locations there is no way to ever know if a sales location is truly inactive.  When we scrub the data and see there are other locations / establishments that have 0 headcount we will then inactivate the location code  / establishment code.

EEO is telling me for the two week time reporting period - that any location with 0 headcount can not be reported.
