Problem Description

Reviewing recent VCP patch release - noticed this comment in the read me for patch 14247039:

For Distributed Installation
For customers with BOTH EBS Source and APS Destination running 12.1
If source and destinations are on different physical databases and on 12.1.2
or 12.1.3 version, this patch is to be applied once on source and once on
destination.
-- BOTH EBS and APS must be on matching EBS Release
-- You cannot have EBS on 12.1.2 and APS on 12.1.3 or vice versa

This does not make sense to me.  One of the benefits of distributed plan instance is that you can implement and maintain patch levels independent from the ERP source system[s].  If we upgrade our transaction system from 11.5.10 do we have to keep the plan and transaction systems at the same release level forever?  Is this just an issue with 12.1?
