Can we disbale WIP Issue from being tracked in Install base

How do we disable WIP Component Issue from being tracked in Install Base.

Tried to look at IB Transaction Type setup for "WIP_ISSUE"  ...the seeded setup from oracle shows "Update IB" flag is NOT checked...Still WIP Component Issue is getting created in Install base.
