How to restore users/responsibilities after db refresh from a different environment

Hi,

I am on Siebel 7.8.2.14.  When we refresh a lower environment's db from production we have users/responsibilities that were in the lower environment that do not exist in production that we would like to restore.  Because of the relationship between users, responsibilities, views and positions it doesn't seem that EIM or ADM can handle this scenario or am I wrong?  Does anyone know of a way to do this?
