7.8.2 To 8.2.2 Upgrep Hangs on RUN_SQL_220

We are seeing the same problem mentioned in ID 1375396.1We have 11g client installed on the siebel server.
We also followed all the guidelines mentioned below relevant to 8.2 Upgrade:
1) Please ensure that your database version is according to the minimum required.
According to System requirements and Supported Platforms, Siebel 8.1.1 supports both 10g (10.2.0.2 or above) and 11g (11.1.0.6 or above, 11.2.0.1.0 or above) database. In addition, note that the oracle client installed on Siebel server machine should be 11g even if your database server is 10g.

2) Please firstly ensure that your version are according to the SRSP document (System Requirements and Supported Platforms) are according to the minimum version as noted in 1. Then take a look at the following document. Check if all parmameters are set accordingly :
