Connectivity using SQLDeveloper and TOAD - TNSNAMES to DB on an AMI Image on Amazon Web Services

I am trying to connect using either TNSNames or Java to an instance that i have on an EC2-image from Oracle (OVM). 
 I am having problems connecting using the standard tools - Java or TNSNAMES to the database. 

 Attached is a document that lists the specifics of the ports, connectivity using ping as reference and also the screen shot where I am getting an error trying to connect. WHat needs to be done to allow me to connect usig the SQLDeveloper prodtuct to the database?
