Unable to create PO in Buyers Work Centre (Services Procurement)

Hello there,I am unable to save the Purchase Order with a 'Rate Based Temp Labor' line in 'Buyers Work Centre'. The system gives error that I must provide 'Start Date' at PO Line. This is inspite of me giving the Start Date (which is in an open PO and GL period). 

On the contrary, I can create the same PO (with a 'Rate Based Temp Labor) through Oracle Forms and I do not get any errors. Any help will be really appreciated. Thanks.

Steps to reproduce
1. Go to Purchasing Vision Operations USA responsibility > Buyers Work Centre > Create a New PO
