Issue with Charges "No Charges are eligible to be submitted to OM for this Service Request"

Hi

When i submit the charges in Charges, service request getting the following error note i.e. "No Charges are eligible to be submitted to OM for this Service Request". There are total 75 lines in Charges, only 18lines got submitted to OM others got failed. i am seeing the status as "NEW" in charges form. Please let me know the cause of the issue.
