Action Code functionality when Order is updated from EAI

Hi Experts,

I am trying to achieve the Change in Action Code when the Order Line Item is updated from EAI (Soap UI for example) but not able to achieve it.

From the Siebel UI perspective, for a Modify Order, if I update the Service Id on the Root Line Item, then its action code changes from - to Update.

However, I am trying to achieve the same when I update the Service Id of the Root Line Item for a Modify Order from Soap UI.
I have created an Inbound Webservice based on class "CSSEAIUIDataService" which is using an IO having follwoing structure:
