Line level Tax calculation - P0021 & P0022

 Hello.
Reference: Knowledge document 42: R42565: Display of Tax Information on Print Invoices [ID 655651.1]

The paper states as follows:
User has to decide which type of calculation is required whether line level or order level. This can be set using the Work with Tax Rules (P0022) application. Note this program can be found on menu G0021 or in 9.0 on menu G00218.

However, even when 'Sales Order Taxes at Order Level' is checked, the taxes do not get calculated at line level. This is contrary to the documentation.

Can anyone help suggest resolution?
