Translations patches in 12.1.3 are erroing out

Hi Team,
we are in process of applying translation patches on 12.1.3 provided by oracle for below languages.
•    French
•    Turkish
•    Simplified Chinese
•    Japanese
•    Traditional Chinese

we are facing below error on patch application of French language.
FAILED: file poaslsta.ldt on worker  1 for product po  username APPS.
FAILED: file poconfun.ldt on worker  2 for product po  username APPS.


On checking adworker log we found below error:

Loading data using  FNDLOAD function.
FNDLOAD APPS/***** 0 Y UPLOAD @PO:patch/115/import/poaslsta.lct @PO:patch/115/import/F/poaslsta.ldt - UPLOAD_MODE=NLS WARNINGS=TRUE

Connecting to APPS......Connected successfully.

Calling FNDLOAD function.

Returned from FNDLOAD function.
