How to restrict users in entering partial qty in shipping transaction form

Can someone tell me how can we restict users entring partial qty in shipping transaction form.

Say Order has qty:100 and picked 100, but at Shipping level user entering 50 qty and remaining getting backordered. I need to restict user in entring manual entry in shipped qty field in Shipping transaction form.

I tried with Ship set ..but no luck
