Cloned instance pointed to test Payflow Gateway fails with IBY_45000

Hello,
I posted this in the Receivables community but was advised to post it here in Payables...

PayPal/Payflow Pro is our Gateway for credit card transactions (funds capture)

Credit Card transactions are working fine in Production with no issues

We are trying to test some changes in a cloned instance. As part of cloning procedure we redirect the hostname in the $IBY_TOP/payflow/pfp_oPayments.properties to the test paypal site

However when we try to process a payment we get the error APP-IEX-240781: A Cash Receipt could not be created because of Internal Error to Payment Server: (IBY_45000)
