R12.1.3 adutlrcmp.sql takes over 45 minutes applying any patch.

Hi,
After upgrading to 11.2.0.3 and 12.1.3 - any subsequent patch takes a very long time, this is mainly due to adutlrcmp.sql which takes over 45 minutes applying any patch. 
There are only a few invalid objects on the system (less than 30 - most of these are customizations).
