11gR2 - Enterprise Manager doesn´t load

Hai,
i have a windows 2008 R2 server where the enterprise manager doesn´t load.
When i try to open the enterprise manager, internet explorer opens and show a security warning.

"There is a problem with this website´s security certificate. ..."

This one is normal. When i continue with "Continue to this website (not recommended)." the Enterprise Manager doesn´t load the login-page. the site is white and nothing loads.

i tried to reconfig it with emca, with recreation of the repository, but still the same.

anyone an idea, how to fix it?
