Cant create item when in IRecruitment external page want to personalize at responsibility level

Hi,

We created for our external page a custom responsiblitiy which is a copy of the original resp..

Intention is to personalize external site pages at responsibility level. However when we want to create item, we are not able to. OAF doesn't give me the option create item. How come?

Change personalization level to SITE, gives us the create item pencil.
