When applying patch 3653484 to an 11.5.10.2 instance, receive the following error:

Error: Applying ARXSGPO.rdf to the wrong release:
  Patch  : /u01/app/appltsu/usa_patch/pu/fin/3653484/ar/reports/US/ARXSGPO.rdf, v115.21
On-Site: /u01/app/appltsu/tsuappl/ar/11.5.0/reports/US/ARXSGPO.rdf, v70.41
