Please Confirm Decision Point: Did a Contact Register?

Please confirm the condition structure of this decision step inside a Workflow Campaign.
I am trying to determine whether a contact registered for a program within my workflow campaign. If they do not register, I want to wait 3 days and then send them a repeat of the program.

**Note, there is not an actual 'offer' related to this program, but I do have a registration form. 

How do the TRUE & FALSE events evaluate according to this set up.
