ERROR APP-XLA-95399 Transaction Chart of Accounts Error on Journal Line Definitions (Cash Receipts)

Not having any success in searching for this problem and hope someone may have ideas.

I am creating a new Journal Line Type for Receipt Cleared Cash and when I try to add it into the Journal Lines Definitions it is not visible.  If I create a new Journal Lines Definitions and populate the Transaction and Accounting Chart of Accounts, it shows up and can be added.  If I try to use the JLD created by coping the standard Oracle seeded values it does not appear and the Chart of Account values are blank.  When I try to add the COA values (we only have one COA) I get the error noted in the header and it
