Cost Manager Inactive

People,

Te status of Cost Manager is Inactive in Interface Managers screen. When I try to launch it (Tools - Launch manager), it finishes with the following message:

A Cost Manager is already launched.
Action: If you want to launch a new manager, cancel earlier manager first. (MODULE=CMCTCM) : 09-OCT-2012 13:04:18

When I look for the Cost manager scheduled (with System Administrator responsibility), I don't find it.

What could I check to fix this issue?
