How to detect IE 8 client browser and display custom error message to client when it tries to access

Hi We are planning to roll out IE8 to our users on WIN 7 platform. Currently we have 8.0.0.1 SIA in production.We have SSO enabled in our organization.
We are aware that IE 8 is NOT SUPPORTED by 8.0.0.1 SIA as per Siebel documentation.
We will be upgrading to 8.1.1.7 SIA soon.
The planned IE8 roll out is scheduled BEFORE the upgrade.
We need to display a custom error message to the user if we detect that the user in trying to access Siebel 8.0.0.1 application from IE8 browser.
Is there a way to display a custom error message to the users who use IE8 to access Siebel 8.0.0.1 applcation?
