How to globally turn off or change thresholds for an incident rule?

I have a test OEM12C R2 up and defined several test DBs as targets, and I created a copy of the supplied "Incident Management rullset for all targets", and I enabled it and subscribed to email.

Some of my test DBs are mostly idle, and I am getting many many email notifications for "Database time spent waiting is at 100 for event class concurrency"
How do I turn off or change the thresholds for individual notifications? I want the change to apply to all DBs.  I'm looking to adjust this in a template like I could do in OEM 10.2
