Able to query quotes of another operating Unit in R12

In R12 upgraded Instance without MOAC turned  on and querying quotes using Universal Search I am able to view results with Quotes from another OU. Although not able to open but the results are returned with Quotes from other OU.

 I have also restricted it the MO: Security profile to a single OU and the behavior is the same in Quoting. Please advise if this is expected behavior as it was not the same in 11i.
