Does the 10.2 windows client install require the user to have admin rights on the windows host?

I have an issue where SQL*Plus stops working when a user's admin rights on a laptop are revoked.  The new company policy is to no longer have users with admin rights on thier laptops & PC's.  Is there a way to get the windows client to work without local admin rights?
