Need a public api for splitting the ordered quantity an delivery level and creates a new deliveries

Hi,Can any body please suggest me an API for the splitting the quantity the quantity at delivery level and creates a new delivery for each item with quantity 1

for example if i have order and with item01 with quantity 3 then
 i need to split quantity into three lines and create a new three deliveires with quantity 1 for each new delivery
