Related to services in oracle

Wee have 7 node 10.2.0.4 RAC database. We have found one issue very common in our environment that after system boots due to any reason, services do not come up, even with the help of srvctl command. Then , we are doing workaround by registering the services manually, which is not the preferred method
Also, after registering the services manually, users are able to use. But from our perspective, these do not show status via "srvctl status" command.
Need your help, if someone has any idea how to resolve this recurring issue
