Buyer work Center can replace item created on the requsition by another item from catalog?

encumbrance is on on the requsition level

create a requsition

approve the requisition

go to autocreate pool

search for the requsition

go to tools

modify

not able to change the item due to encumbrance

if encumbrance is not on I can chnage the item

no go to iproc

create another requsition

approve the requsition

go to buyer work center

click on the icon

replace item from catalog

and able to chnage the item

is this standard functionality?

is the encumbrance will change? I mean reverse the encumbrance in case I am using 2 different expense item with different account?
