Progress workflow checkbox on hold release - Not progressing lines and functionality not working

Credit check hold is released with progress workflow checked on the order hold release window but the order lines is stuck at "Awaiting Invoice Interface-On Hold".

If I progress the lines manually each line, line closes without any issues. I am trying to understand why progress workflow checkbox is not progressing the lines. There are more than 25 lines on order and pain to progress worklow for each line for customer care. Is this a bug or oracle is intended to work and progress only the header and not the lines ?
