I need a 32bit Oracle client to install on a Windows 7 64bit PC

We have some people who have Windows 7 64bit PCs with 32 bit applications running on them.  They need a 32 bit Oracle client to install onto that PC.  We have tried the 32 bit client, but it will not install onto the 64 bit Windows 7 PC even if we use the installer parameter to ignore the OS verification.  Can anyone help?
