US PAY: Healthcare Act: Additional Medicare Tax over $200,000.00

Hello,

We have applied the YE Phase 1 patch and Quantum Program Update 3.1 to a test environment.  Also, I have linked the Meidcare_EE_Over_Limit element.  I did a few quick pays for an employee in 2013 that total over $200000.  I see in the run results the over the limit element and the amount over $200000 but I only see the employee being taxed at 1.45% and not 2.35% over $200000.  Is there additional set up I am missing?
