Generic Loader getting an error reading file cll_f038_apis_pls.ildt

Release 12.1.3

I got the error below after installing patch # 14578467 US version that included file cll_f038_apis_pls.ildt in the CLL_TOP while running Generic Loader CP with this arguments (UPLOAD_BATCH, 1192)
