NLS patch 14578467 R12 fails with ORA-20001: Oracle error -20001: ORA-20001: Oracle error -12705: O

Hi,

We are facing issues in applying patch 14578467 and all of its prereqs.  We are getting following error messages:


All FNDLOAD for French are failing with this error :

Uploading from the data fileAPPL_TOP/ar/12.0.0/patch/115/import/F/ar12amg.ldt
Altering database NLS_LANGUAGE environment to FRENCH
A database error occurred:
  ORA-20001: Oracle error -20001: ORA-20001: Oracle error -12705: ORA-12705: Cannot access NLS data files or invalid environment specified
 has been detected in fnd_global.set_nls.set_parameter('NLS_LANGUAGE','FRENCH').
 has been detected in fnd_global.set_nls.
