Cannot see rows after import.

I did a full import of a database as SYSTEM which had 'exempt access policy' privs.

All the schemas and rows were successfully imported. However, the owner (TTBG) of table TBG_CRIM cannot see the data.

Only STSTEM can see the data of this table. There is a policy on this table. All the policies were also imported.

Why can"t the owner of the table not see the data in this table ?  Is this an import issue ? Policy issue ?
