Can we upgrade EBS 12.1.0 Vision Instance to EBS 12.1.3 ?

We have done a fresh EBS 12.1.0 VISION instance installation in our box/server.
Was wondering if we can apply patch - PATCH: 9239090                     - 12.1.3 UPDATE PACK   (3.4 gb)   - TO UPGRADE 12.1.0 VISION INSTANCE ??
