Applying - 9239090 12.1.3 upgrade from 12.1.0 Vision Instance - Sitting Long and Idle with adUti

We have done a Fresh install all 12.1.0 - VISION instance.
We applied - 9239089 - Successfully.
While applying - 9239090                     - 12.1.3 update pack for VISION instance, its STUCK on -
There are now 23791 jobs remaining (current phase=A2):
    20 running, 119 ready to run and 23652 waiting.

ADWorker logs is seen with following message:
