Errors during database control configuration

Running Oracle 11.2.0.1 on Windows 2008 64bit.

When I run the following: emca -config dbcontrol db, I get the following errors:

Error executing CMD /C \oracle\product\11.2.0\dbhome_1\bin\PARDeploy.bat -action deploy -parDir \oracle\product\11.2.0\dbhome_1\sysman\prov\paf -force

Provisioning archives deployment failed.  Please deploy it manually

If I run the PARDeploy manually, I am told "Failed to get connection to the repository.  IO Exception:  The network adapter could not establish the connection.

ORACLE_HOME and ORACLE_SID are set, and I can tnsping my database.

I also get the following during configuration:

Error securing Database Control, Database Control has been brought up in non-secure mode.  To secure the Database Control execute the following commands:
