Auto resubmission of failed concurrent requests

We have a specific requirement to automatically resubmit a failed requests. Is there a way to do it concurrent program definition of during resubmission. If CONSUB is the only way to do it. Can i have the sql to retrive failed requests and also concsub with parameters.
if there is a way to do it out of CONCSUB that will be helpful since we know the cause (network failure one time glitch)
