Contract authoring form opening error

Hello,

In 11.5.9, we are able to setup user defined contract category and author contracts. In the process of upgrade from 11.5.9 to R12.1.3, when trying to open these contract in  R12, getting the below message

FRM-40010:Cannot read form/ua7001/oracle/MFSGCRP/apps_st/appl/okc/12.0.0/forms/US/OKCAUDET.fmx.

Looks like this functionality has been desupported. Need to know where exactly these type  of contract can be created in R12 in the same way as it used to be in 11.5.9. Attached screenhot on contract authoring in 11.5.9 and error messsage getting when tryint to open the contract.
