Journal Entry Description - How do you get the new JED to appear in the LOV on the JLD?

I have created a custom SLAM and made some changes to the JED, JLT, ADR, JLD and AAD.  I have successfully generated my new journal entries with the accounting correct.  What I'm not able to do is add the new Journal Entry Description, either a Line or Header level.  Even if all I do is copy the Oracle seeded and make no changes, it does not appear on the LOV to select.  Only the Oracle seeded values are appearing.

How do I use the new JED?  I ahve tried to follow the Oracle note ID: 958394.1 but nothing appears.  I will upload screen shots.
