Applying multiple offers to an Order

Hi,

I have created a budget (XASR Budget), fully accrued, with accrue to customer and have created 2 offers from it, one a accrual offer (XASR Acc offer) and another a volume offer (XASR Vol offer).

Both these offers are applicable to 'ALL' items, and there is no more eligibility criteria. When I create a sales order, and book it, the accrual offer is applied to it, but not the volume offer. Can someone help me understand why so?
