During R12.1.3 upgrade, status for EBTax is "N".

We have started R12.1.3 upgrade from 11.5.10. After upgrading, we found out that the status for EBTax and Legal Entity Configurator are both showing "N". I udnerstood these are new modules in R12. However they are required for R12 upgrade. Can we change them to "I"?
