Upgrade of iAS (10.1.3 oracle home of R12 EBS to 10.1.3.5) failing

Hi

The following configuration assistants have not been successfully completed. These assistants must be completed for your product to
be completely configured.
Execute file /ERP/AZF/apps/tech_st/10.1.3/cfgtoollogs/configToolCommands to re-run all skipped/failed configuration assistants.
/ERP/AZF/apps/tech_st/10.1.3/config/run_opatch_generic.sh
/ERP/AZF/apps/tech_st/10.1.3/opmn/bin/opmnctl startall


so when  running

Invoking fuser to check for active processes.

Invoking fuser on "/ERP/AZF/apps/tech_st/10.1.3/jlib/oraclepki.jar"
Invoking fuser on "/ERP/AZF/apps/tech_st/10.1.3/jlib/ojpse.jar"
OPATCH_JAVA_ERROR=Exception in CheckConflict.  null
Cannot check bug/file conflict and component pre-req.
