Comments & Attachements for Requistiions

Hello, We are having a devil of a time with attachments and comments with attachments for requisitions.

The info for this topic are is scattered all over the Peoplebooks universe.

We are using the URL method for attachments.

Is there a red paper on how to set the attachements process for requistions?

What records store what information about attachments?

How and where can I trace where the process is falling apart?

For example we have many rows in PS_REQ_Comments but I cannot make any data linkage to either PS_PV_ATTACHEMENTS or PS_PV_REQ_ATTACH
