Pricing Incompatibility level

 Hi Experts,

I have two modifier charged and no-charge modifier.In both the modifier the pricing phase and incompatible level given are same but using a lower precedence on the no charge modifier so that it will hit that modifier first before going to the charged modifier. 

On my charged modifier, wants to add the Incompatibility level to all lines. 

On my no charge modifier, wants to add add the Incompatibility level and also add the 10 customers as qualifiers on that modifier

please suggest how to achieve this ?
