iRec : Custom irecruitment manager responsibility

Hi,

I need to customize the iRecruitment Manager responsibility, so that it will be used for the vacancy creation and search vacancy. not access to application information like not view or update to candidate details screen, except communication option. Which means they can update create topic or reply topic in the communication and should be changing the application status or interview or offering process. 

Please advice, as i am struggling to achieve this by creating custom menu and function with reference to seeded menu.
