No default data in the dev environment

 Hi All,

we got our new dev environment, and when I tried to check the setup by creating new users and resources. I was able to create the USER successfully. But when I tried creating the Resource, it dint allow me saying my responsiblity doesn;t have operating unit defined. Then when I checked for the Operating Units available in the system. There was no Operating Unit defined in the application.

There is only one dummy Operating Unit called 'Setup Business Group', Please help confirm whether it is expected that no operating unit would be defined in the system setup during installation. and the developer needs to create the Operating Unit and has to run the replicate seed data program accordingly.
