Change Management in Project Contracts

in Projects - EBS (MOSC) Question
 Hi,

In Project Contract I created 1 change request then sent it for approval using workflow, my supervisor approved the change request. Now when I go to Change Request window and want to Implement the change the 'IMPLEMENT' button is disabled. I can not click the button.
